The cap itself is not always watertight and therefore if moisture or water enters the screw head, depending on the underlying material, the screw can then rust without warning as you are unable to view the head of the screw. These are also more prone to snapping off.
Fixed cap: Fixed number plate cap fittings tend to fair better due to the head of the screw being completely immersed in plastic. This ensures the screw head is not exposed to the elements and therefore largely protects it. There is also no worry about the cap flipping open or the catch weakening and breaking off.

A2 Stainless Steel vs Galvanized Steel With Zinc Coating
A2 Stainless Steel: This is an ideal stainless steel grade for numberplate screw materials due to its high resilience against degradation. Although more expensive than zinc and derivatives, it is far better wearing and will be slower to corrode under the elements.
Galvanized Steel With Zinc Coating: This is a more common and cheaper material than A2 stainless steel and is more prone to corrosion. It is not suitable for marine or high-humidity environments and the thin zinc coating on the galvanized steel can be prone to fade. The zinc coating protects the underlying steel element and therefore when it has faded away the steel is no longer protected.
It is important to assess the type of numberplate screws used on cars to avoid the potential pitfalls of corrosion by using cheaper zinc varieties.
